Position Overview:
This contract Business Systems Analyst position will assist our client by performing database deployments, performing systems analysis, interfacing with users to support functional requirements development, analysis of tools and techniques to support the development of systems, troubleshooting, analysis, performance monitoring and improvement of the critical Control Center systems used by dispatchers to monitor, control and optimize the power grid.

Position Responsibilities include:

Work associated with this position will be directly related to business process support for systems change management, process and compliance requirements for the organization. With manager oversight and approval:
- Support the biweekly deployment of updated EMS databases and displays to the operational systems, coordinating closely with Dispatchers at both Dittmer Control Center (DCC) and Munro Control Center (MCC).
- Review and validate that configuration management policies and procedures provide thorough requirements traceability through version release and adequate documentation to support system operation and maintenance.
- Prepare and conduct program presentations, in-house and client training, and functional education.
- Develop and present recommendations and supporting analysis for management decisions.
- Prepare technical reports, documents, studies, and system documentation as required.
- Confer with system users to document and solve existing system problems.
- Communicate to management and co-workers by telephone, written form, e-mail, or in person.

Support organization change process and configuration management efforts:
- Serve as a process point of contact for the organization
- Define, develop, and document new processes and procedures as required
- Support process and procedure roll-out
- Support ongoing compliance with those processes and procedures

Assist with developing and documenting processes and procedures to support NERC (North American Electric Reliability Corporation) Mandatory Reliability standards CIP (Critical Infrastructure Protection) and Department of Energy NIST/FISMA (National Institute of Standards and Technology/Federal Information Security Management Act) security requirements.
- Assist with developing training materials and job aids to support above.
- Support the development of necessary documentation to support reporting and audit requirements.
- Provide quality assurance for organization to verify compliance to above standards and guidelines.
- Provide support to NERC annual certification process and any other spot audit or compliance request.

Position Requirements:
- Associate's Degree in Computer/Information Technology, Business Systems, Engineering or a directly-related technical field is preferred. Associate's Degree in specified or directly-related field can be substituted for 1 year required experience.
- Bachelor's Degree in Computer/Information Technology, Business Systems, Engineering or a directly-related technical field is highly desirable. Bachelor's Degree in specified or directly-related field can be substituted for 2 years required experience.
- Required Experience: A minimum combination of work-related experience, on-the-job training, and/or vocational training is desired. Experience should be consistent with the specific requirements of Information Technology, Business Systems, or other related IT specialty.
- Minimum Related Experience for Level 2: 9 – 11 years of demonstrated analyst work experience in Computer/Information Technology, Business Systems and requirements engineering, operations management or a directly-related field is required without a degree. (8 - 10 years with an Associate's degree as defined above; 7 - 9 years with a Bachelor's degree as defined above).
- 1 year experience in all aspects of the software development lifecycle for a high availability environment is required.
- 1 year experience in any aspect of the software development lifecycle for a utility control center environment is highly desired.
- 1 year experience in the use of change and configuration management tools/systems is required.
- 1 year previous compliance and/or audit support experience is highly preferred.
- 1 year experience with process development and roll-out is highly preferred.
- Proficiency with Microsoft Office Suite products, including MS Word, PowerPoint, Excel, Outlook and Project (MS Office 2010 proficiency required).

- Experience implementing NIST/FISMA standards/guidelines
- Experience applying NERC-CIP standards

- Obtain appropriate manager / personnel approval for all recommendations and drafted materials.
- Ensure proper identification of self as a contract worker in all communications, correspondence, etc.

Additional Requirements:
- Must be able to pass a Personnel background check pursuant for Public Trust (SF-85P), for which the selected candidate must qualify to hold or continue to hold the position.
- Incumbent will be expected to complete and maintain North American Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) certifications for secure locations and to possibly act as an escort as required.
- The selected candidate will be required to sign a Non-Disclosure Agreement (NDA) as a condition of the contract assignment.
- This position may be eligible for situational offsite work, subject to the completion of a Supplemental Labor Offsite Work Memorandum of Understanding.
- Provide on-call and backup support for existing systems and functions. Location for on-call and backup support may be at client facilities or off-site.
- Local travel may be required for meetings/training, up to 5%.
